FPA COMMENTS ON GOVERNMENT RESPONSE TO EAC PAPER CUPS REPORT

Over the past two years the FPA has been instrumental in facilitating collaboration to increase the recovery and recycling of paper cups but at the same time we have also been pushing hard to address all of food packaging, not just paper cups.   It is far better to ensure materials for all packaging is recovered which is why the packaging industry as a whole, together with its customers, is seeking a reform of the PRN system

We believe the government recognises the action the industry has taken and continues to take to increase the recovery and recycling of paper cups.  They have done their research including briefings, meetings and site visits and have seen first-hand the progress that the industry is making across the supply chain, facilitated by collaboration with the Foodservice Packaging Association and Paper Cup Recovery and Recycling Group.   The Ace UK post-consumer bring back scheme which was launched in January 2018 ad is supported by 105 local authorities in England, is a strong example of this collaboration.

The FPA believe we should address the whole of food packaging waste and not single out one type of packaging as in paper cups.   We have been calling for PRN reform for two years and in recent months momentum behind this campaign has really accelerated.  Our proposals for PRN reform embody the voluntary action the government has called for and will result in the industry paying more in terms of charges.  This will create the funds to increase recovery of valuable materials for recycling and reward best practice. The industry has shown it is willing to work hard and pay more to solve this problem once and for all.
